Services for a Needs Assessment Capability for Emergency Response

Under Western Australia’s (WA) Emergency Management arrangements, the Department of Communities (The Customer) is the support organisation responsible for providing emergency relief and support services. The Customer via the Emergency Relief and Support (ERS) directorate is responsible for coordinating the six (6) emergency relief and support functional domains of emergency accommodation, emergency food, emergency clothing and personal requisites, personal support services, registration and reunification, and financial assistance. The focus of project is on strengthening ERS’s capability and preparedness role by clarifying what information should be collected during emergency relief activities (including at evacuation centers, registration and reunification services, and by community partners), how that information supports immediate relief decision-making, and how the information can be appropriately transitioned to support downstream recovery planning led by the relevant authorities, including Local Governments. ERS has a requirement for the Contractor to develop a co-designed Needs Assessment to produce a clearer, more consistent approach for capturing the needs of disaster impacted individuals and families. This requirement primarily focuses on scoping, co-design, and capability definition across the five elements of people, resources, governance, systems, and processes.
