The Office of Sustainable Energy (OSE) in the Department of Industry, Tourism and Trade (DITT) requires the services of a suitably qualified electricity markets Consultant to assist with the Territory Electricity Market (TEM) reforms, in particular the detailed design of the public procurement model and supporting market arrangements for the regulated electricity systems i.e. Darwin-Katherine, Alice Springs and Tennant Creek.The suitable Consultant will have specialist expertise and experience in the design and development of electricity markets, particularly related to the design of efficient contracts and the contracting process for procuring a range of electricity services (capacity, energy and essential system services), the processes to schedule and dispatch the procured services to result in an economically efficient outcome that minimises total system cost while respecting security constraints, and the settlement framework to efficiently allocate and recover the costs of the system.The Consultant will work as a part of the core OSE project team and undertake stakeholder engagement to understand current issues and practice, propose reasonable policy design with justification, and present to forums such as the industry reference group, and the Electricity Market Reform Implementation Taskforce (EMRIT).The Consultant will be required to prepare deliverables such as publication quality presentation slides and policy papers.
