An evaluation is required of the National Critical Care and Trauma Response Centre’s (NCCTRC) RegionalEngagement program 2021/22. The NCCTRC Regional Engagement program operates from the Darwin Headquarters and providesoutreach training and development opportunities to health clinicians and leaders in the Pacific IslandCountries and Territories as identified by the Department of Foreign Affairs and Trade (DFAT). Theobjective of this consultancy is to demonstrate the effectiveness of the program against its objectives,identify areas for strengthening engagement and inform negotiations to assist with planning for a futureDFAT funding agreement.The NCCTRC Regional Engagement Program Objectives are as follows:- Ensure that identified hospitals have the clinical and governance capacity to function effectively intimes of emergency and disaster- Ensure that pre-hospital, trauma and critical care (where relevant) capacity is adequate- Identify and train key local personnel to act as leaders, coordinators, and liaison officers in times ofcrisis- Develop sound and effective interagency communication practices- Agree a policy framework and sound standard operating procedures to ensure
