The Department of Biodiversity, Conservation and Attractions (DBCA, the Customer, the Contract Authority) requires a Panel of suitably qualified Contractors who can provide boat transfers from Point Samson, to and from Delambre Island in the Pilbara Region, annually for the flatback turtle monitoring season.
