The NT Government seeks a qualified Consultant to identify potential delivery models for the Urban Growth Stream, capable of delivering on strategy objectives. Delivery models may include transfer of public housing dwellings to Community Housing Providers (CHP's), transfer of land for development or redevelopment to CHP's, cash grants to CHP's and transfer of head leasing programs in the regions of Darwin, Palmerston, Katherine, Tennant Creek and Alice Springs. The consultant will subsequently assess the economic implications of each delivery option with attention to:Potential impact on Repairs and Maintenance liability, asset renewal and new supply;Cost effectiveness for Government;Financial viability for Community Housing Providers; andEconomic stimulus impact. The analysis should be informed by related policy instruments such as:Commonwealth Rent Assistance;Reserve Bank of Australia Monetary Policy (wholesale interest rates);National Housing and Homelessness Agreement; National Housing Finance and Investment Corporation instruments;Taxation policy (negative gearing, charitable status, Capital Gains Tax concession); andMacro Prudential Regulation (capital requirements of lenders and borrowers).
