The Northern Territory Government is committed to conducting Social Impact Evaluations as a means of comprehensively and consistently considering social issues and impacts in its policy and decision making and to ensure a proactive stance to generate better outcomes for the Territory.An appropriately trained professional/consultant in the field of Social Science is sought to complete a Social Impact Evaluation to identify the likely positive and negative social consequences of the Northern Territory having an Australian Football League (AFL) team.The Social Return on Investment methodology is to be applied to determine the financial value of social, cultural, economic and environmental outcomes compared to the investment required to generate those outcomes. The Social Impact Evaluation will answer the following questions:- What value will the proposed AFL Territory Team (initiative) achieve?- What negative impacts need to be mitigated and, when mitigated, what is the residual impact?- What additional options could be designed into the proposed project to create additional value?Through engagement with stakeholders, relevant information and evidence will be sourced and analysed to:- Identify and document the social and other benefits of the proposed AFL Territory Team;- Identify negative impacts to be mitigated;- Evaluate mitigations to ensure they are cost effective; - Identify measurable indicators and financial proxies to calculate total anticipated outcomes; and - Identify opportunities to create additional social value for the proposed AFL Territory Team.The draft final report and a verbal presentation to the Territory AFL Taskforce Committee in May 2022. A final report must be provided to the Territory AFL Taskforce Committee in June 2022
