Department of Education (DoE) requires specialist services to conduct a feasibility study for the Education Management Program (EMP). The Department of Corporate and Digital Development (DCDD) Digital Division manages the DoE business application footprint. This work will be conducted in close partnership with both DoE and DCDD. This work is expected to commence in June/July 2021. This work will inform the direction the agency will take to improve data quality and integration of all student data allowing schools, systems and NT Government agencies to work together.The feasibility study will cover the following, to be delivered in 3 discreet bodies of work: · Work Package 1 (30 days): High Level Business Function Review is to identify core business functions within the agency and at the school level that collect, process or manage information regarding child, student, school staff and schools (inclusive of associated student administration and management, and school operations).· Work Package 2 (60 days): DoE Business Systems Assessment a two-part work package to identify and assess all DoE systems in the current applications environment, developing a future roadmap to guide work required to maintain currency in the agency’s systems, and within this, identify what an Education Management System (EMS) might replace, integrate with, or where there are current system functionality gaps within the DoE environment.· Work Package 3 (30 days): Options Analysis will inform the future development for major investment for a modern scalable and modular Education Management System through system implementation or redevelopment.Along with the required skillsets to deliver this work, we are seeking a team that will provide a holistic approach to this engagement and is able to draw on expertise within their organisation with a particular focus on experience and understanding of:· the education environment (Birth to Year 12) and business functions; and· contemporary and future focused education solutions.Department of Education reserve the right to exclude the successor of this tender from any future tenders arising as a result of this feasibility study.
