Darwin - Consultancy - Investigating possible Fisheries and Integrated Marine Management Models for the NT

The NT Government is seeking to engage an experienced Consultant to provide strategic advice regarding suitable administrative and management options for:the Northern Territory’s fisheries, at a minimum; andthe broader NT coastal and marine environment as an ideal scenario, including integrated and holistic marine and aquatic resource managementThe specific stages associated with the proposed project are regarded as being:To clearly identify the purpose and objectives of aquatic resource management in the NT;Based on the outcomes of stage 1, to compare and contrast the merits, issues and costs of implementing an integrated model or modifying the existing fisheries management regime to better involve Aboriginal people in the NT;If there is genuine merit in progressing with an integrated model, then to identify core principles and elements of an effective framework for administration and management at a scale suitable to the NT, or;If there is limited merit in progressing with the development of an integrated model for the NT, to identify the core design elements of appropriate governance structures suited to implementation of a revised fisheries management model for the NT, including legislative requirements, governance/corporate structures and stakeholder engagement mechanisms; andTo scope the likely resource requirements and costs associated with implementing a preferred model of integrated management or fisheries management in the NT.The successful tenderer will be required to work alongside another Consultant appointed by the Northern Land Council and, among other things:submit a project plan to the NT Government and NLC for endorsement;submit an interim report regarding stages 1 - 4 (as listed above) to the NT Government and NLC for feedback;submit a final report summarising methodology, findings and recommendations; anddeliver a presentation summarising the final report to relevant stakeholders.
