Background The Public Transport Authority (PTA), through its Learning and Organisational Development Branch, seeks to enhance the capability of Tutor Drivers who play a critical role in supporting Trainee Railcar Drivers. These Tutor Drivers act as in-field trainers, ensuring operational standards and safety requirements are met during on-the-job training. To strengthen this function, PTA requires the delivery of nationally recognised training that is contextualised to its operational environment and tailored to the Tutor Driver role. The program must align with industry standards and PTA’s compliance obligations, while incorporating practical, relevant examples that reflect real-world scenarios within PTA operations. Scope of Requirement The successful Contractor will deliver two (2) units of competency—TAEDEL311, provide Work Skill Instruction and TAEASS311 Contribute to Assessment—through a four (4) day, face-to-face classroom program at PTA facilities. The training must include assessments and integrated homework components during class time to accommodate operational staff rosters. A pilot program will be conducted initially, with feedback incorporated into subsequent deliveries. The Contractor must ensure flexibility for participants who already hold one (1) unit of competency, offering a two (2)-day option and quoting for credit transfers. All training materials and delivery must be contextualised to PTA operations, comply with the Standards for RTOs 2025, and demonstrate practical application. Deliverables include a training plan, contextualised learning resources, pilot delivery, and completion reports confirming competency outcomes. For further details refer to Book 4 Scope of Services and Specification.
