The Department of Industry, Tourism and Trade and the Department of Environment, Parks and Water Security (collectively, the Agencies) require a suitably qualified and experienced Consultant to examine and report on existing financial assurance frameworks for the onshore petroleum industry in Australia, and internationally, to identify and recommend suitable options for the design of a framework that meets recommendations 14.13 and 14.14 of the Independent Scientific Inquiry into Hydraulic Fracturing in the Northern Territory (the Inquiry).The Consultant is also required to consider and report on options for the design of a comparable financial assurance framework for titles and licences under the Energy Pipelines Act 1981, the Petroleum (Submerged) Lands Act 1981, and the Geothermal Energy Act 2009.
