# Bulk Billing Practice Incentive Program (BBPIP)

The Bulk Billing Practice Incentive Program (BBPIP) is a Department of Health, Disability and Ageing initiative designed to incentivize general practices to bulk bill eligible Medicare services. Announced as part of the 2025-26 Budget under Outcome 2: Individual Health Benefits, Program 2.1 Medical Benefits, this program aims to enhance access to affordable primary healthcare.
Practices participating in BBPIP will receive an additional 12.5% incentive payment on the Medicare Benefits Schedule (MBS) benefits paid for eligible services. This incentive is split evenly (50/50) between the General Practitioner (GP) and the practice. Eligible services, detailed in Appendix 15.3 of the Grant Opportunity Guidelines, include common GP services such as time-tiered consultations, health assessments, mental health treatment items, and chronic condition management items. This incentive is paid in addition to standard MBS benefits.
## 👥 **Eligibility Criteria**
To qualify for BBPIP payments, practices and all participating providers must concurrently satisfy all eligibility requirements outlined in Section 2 of the Guidelines within each incentive assessment period. Failure to collectively meet all criteria will result in ineligibility for payment.
## 📋 **Application and Selection Process**
BBPIP operates on a **Demand Driven** selection process. A practice's registration in BBPIP serves as its application for this grant opportunity. Registrations are scheduled to open on **1 November 2025**.
