Summary and scope

The purpose of the Indigenous Employment Initiative (IEI) is to create entry level employment opportunities for Aboriginal and Torres Strait Islander people who will support the provision of culturally safe, trauma aware, and healing informed aged care to older Aboriginal and Torres Strait Islander people through a suitably skilled workforce. The objectives are to: • ensure that Aboriginal and Torres Strait Islander people are provided employment and training opportunities in their communities in entry level, non-clinical aged care positions • provide culturally safe training programs to develop an Aboriginal and Torres Strait Islander workforce that will provide high quality services and meet community needs • provide culturally safe, trauma aware, and healing informed aged care to older Aboriginal and Torres Strait Islander people on country and/or close to home • improve the quality and access to aged care services for Aboriginal and Torres Strait Islander people • support the expansion of the Aboriginal and Torres Strait Islander workforce across Australia • provide consistent and stable funding and certainty for organisations in receipt of grant funding, and • contribute to the Australian Government’s Closing the Gap targets by employing and training Aboriginal and Torres Strait Islander people in entry level aged care positions in their communities. Eligibility

We cannot consider your suitability to receive a grant if you do not satisfy all the eligibility criteria. Organisation/s eligible under Stream One: have been identified as Stream One in Table 3 under Section 4.1 of the Grant Opportunity Guidelines received funding in the previous grant round in 2024-25 and 2025-26, and have received an invitation from the department as determined by the departmental delegate, under the Commonwealth Grant Rules and Principles 2024 (CGRPs). The list of eligible organisation/s identified as Stream One was based on those organisations that were funded in the previous grant round in 2024-25 to 2025-26. This eligibility was based on their existing service provision to vulnerable older Aboriginal and Torres Strait Islander people in areas of unmet need and their readiness to deliver culturally safe, trauma aware, and healing informed aged care services. These organisations have successfully improved the quality and access to aged care services for older Aboriginal and Torres Strait Islander people and provided training programs to develop an Aboriginal and Torres Strait Islander workforce that continues to provide high quality services and meet community need. These organisations have demonstrated that they have the capacity to deliver the program successfully and evidence of this is demonstrated on their performance through annual financial acquittals and annual Performance Reports in accordance with the grant agreement. Organisations eligible under Stream Two are required to meet the Stream 2 eligibility criteria included under Section 4.1 of the Grant Opportunity Guidelines. As eligible Stream Two organisations are identified, Table 3 of Section 4.1 will be updated through an addendum that is published on GrantConnect.
