Circuit Breaker Expression of Interest

Summary and scope

The Customer (being the State of Queensland, acting through the Department of Youth Justice and Victim Support) is seeking offers via an Expression of Interest (EOI) for the delivery of the Queensland Governments Circuit Breaker initiative. Circuit Breaker is a court-ordered, intensive, rehabilitative program, designed to break the cycle of offending in youths on a trajectory toward detention. Offers are being sought to identify suitable facilities and Suppliers with the capability to deliver Circuit Breaker programs in North Queensland or South Queensland (or both locations) for four years. The Customer is especially interested in innovative responses that demonstrate capacity to meet the program’s objectives. This includes identifying a suitable location with facilities that are operationally ready, or that can be operationalised in accordance with the proposed implementation timeline. The Department would encourage interested Suppliers to express their interest in Circuit Breaker individually, or in partnership arrangements.Suppliers are invited to submit an offer/s for:• Program and service delivery, or• Facility management and property operations, or• Both program and service delivery and facility management and property operationsSuppliers are invited to express their interest in the following locations:• North Queensland, or• South Queensland, or • Both North and South Queensland.Up to $40 million (excluding GST) over four years per location is available for this activity.
