Summary and scope

To enable the Department of State Growth (State Growth) to deliver on its response and recovery support arrangement under the Tasmanian Emergency Management Arrangements (TEMA) it needs to be able to draw on additional civil and civic construction and other specialist services to support community wellbeing following disaster events. Emergency management and recovery reforms and review of incidents has identified the need to be able to source civil and civic contractors and specialised expert advice services to perform activities such as large scale disaster clean up, prepare sites for temporary accommodation villages, or obtaining expertise in hazardous material management or structural engineering to support emergency response and recovery activities in a timely manner when state agencies and local government have exhausted their availability to provide these services through their normal arrangements.
