This initiative aims to enhance water quality across the Great Barrier Reef and its catchments through a governance model led by Traditional Owners. #### 🎯 Scope and Objectives This procurement focuses on **Phase One** of the program, which runs from May 2026 to 2030. The successful bidder will act as a central convenor, capacity builder, and quality controller. Key responsibilities include: * **Governance:** Establishing and supporting a Traditional Owner–Led Reef Water Quality Advisory Group and Working Group. * **Program Design:** Providing strategic advice for the design of Phase Two (a future grant program). * **Capacity Building:** Supporting Traditional Owners across 70+ groups to engage in program activities and providing grant application guidance. * **Monitoring & Evaluation:** Designing and implementing a robust framework to track program outcomes. #### 🤝 Delivery Model The Department requires a single lead contractor or a consortium led by a single entity to ensure consistent administration and accountability.
