* **Lead Consultant Model:** Submissions are sought from a single legal entity. Joint ventures and consortia are not intended for this EOI.
* **Sub-consultants:** The lead may engage specialist sub-consultants to demonstrate value and strategic alignment.
* **Compliance:** Procurement will follow Victorian Government policies and *Buying for Victoria* requirements.
