Summary and scope

14/4/2026 11:00 AM AET The Council of the City of Sydney invites tenders for maintenance services across its network of roads, footpaths, kerbs, drainage and associated assets. These services support ongoing repair, renewal and capital works to ensure safety, accessibility and efficient transport movement, in line with the City's asset management priorities and compliance obligations. This procurement continues the City's use of contracted resources to complement in-house capability. It also consolidates related services currently procured separately, including concrete and asphalt supply. Tenderers must submit tenders in the manner required by this document. This tender comprises three service categories, and tenderers may apply for one or more of these categories. They are: Category 1 -Asphalt, concrete, and road services - (supply and lay) Category 2 - Ex-Bin, asphalt supply Category 3 -Ready mixed concrete and concrete materials The City reserves the right, at its sole discretion, to appoint a single supplier to Category 1 and to appoint both a primary and a secondary supplier to Categories 2 and 3. If only one conforming tender is received for Categories 2 or 3, the City may elect to appoint a single supplier for that category or take any other action it deems appropriate. The contract term is four years, with two optional two-year extensions at the City's discretion (4+2+2) .The anticipated contract commencement date is July 2026. The City of Sydney Local Government Area (the City) covers 26.15 square kilometres, within the Sydney metropolitan area. It comprises the Sydney Central Business District (CBD), the Rocks, Millers Point, Ultimo, Pyrmont, Surry Hills, Woolloomooloo, Kings Cross, Elizabeth Bay, Rushcutters Bay, Darlinghurst, Chippendale, Darlington, Camperdown, Forest Lodge, Glebe, Alexandria, Beaconsfield, Centennial Park, Erskineville, Newtown, Redfern, Rosebery, Waterloo, and Zetland. The City of Sydney is responsible for maintaining, repairing about 330 kilometres of roads, 600 kilometres of footpaths and over $3.6 billion worth of assets. In addition, as part of the continuous city improvement, the City embarks on large capital projects. Given its location as the economic and cultural heart of the Sydney metropolitan area, the City is highly and densely urbanised. Its land is intensively used for a variety of purposes including residential and commercial use, as well as tourist and cultural attractions, parks and open space. It is home to the highest commercial and residential densities in Australia. Tenderers must submit their responses to this Request for Tender in the manner required by this document.
