Summary and scope
Pacific Women Lead Enabling Services (PWLES) is a key component of Pacific Women Lead (PWL) – Australia’s flagship regional gender equality investment in the Pacific. PWLES delivers key elements of PWL and provides the enabling program management services which support Pacific-led action on gender equality across the portfolio. In Phase II (2026-31) it will deliver key programs such as Balance of Power (BOP) and Pacific Strong: Amplifying Action to End Violence Against Women and Girls (PAVE) to strengthen women’s leadership and essential gender-based violence prevention and response (GBV) services across the region. DFAT is seeking a managing contractor to implement PWLES, the technical and operational support, and monitoring, evaluation and learning component of PWL.
