ECONOMIC AND SOCIAL INFRASTRUCTURE PROGRAM 2 (ESIP 2)

Summary and scope

DFAT has a requirement for a Managing Contractor for the PNG Economic and Social Infrastructure Program 2 (ESIP 2) - an 8-year program worth AUD 800 million. It is expected ESIP 2 could deliver the following End of Programs Outcomes: Targeted Ministries and SOEs demonstrate strengthened institutional capacity for quality infrastructure policy, planning, procurement, financing, management, maintenance, and coordination with relevant private sector entities. Women, people with disabilities, and marginalised groups experience more equitable, inclusive, and safe access to, participation in, and benefit from, ESIP2-funded economic and social infrastructure. Social and economic infrastructure delivered through ESIP2 demonstrates high standards of climate change and disaster resilience, supporting GoPNG to more sustainably plan, deliver, and maintain infrastructure. In addition to a focus on the power and telecommunications sectors, ESIP2 is expected to support social infrastructure and capacity building for infrastructure delivery, sectoral planning and management. It will also deliver infrastructure, and maintenance where necessary, to contribute to the goals and objectives of other Australian sectoral and place-based programs.
