Summary and scope
The Commonwealth of Australia, through the Australian Army’s Land Intelligence, Surveillance, Reconnaissance and Electronic Warfare (LISREW) Program, seeks the supply of a Deployable Emitter System (DES) under Army Minor Project AMP02437 - Dismounted Passive Radar. The DES will provide a known, controllable, and predictable source of radio frequency (RF) illumination to enable and enhance passive radar operations where suitable third party emitters are unavailable, degraded, or unreliable. This includes remote, austere, and sparsely populated operational environments where ambient RF emissions are insufficient to support passive detection and tracking. Tenderer's are invited to propose a commercial off the shelf (COTS) or military off the shelf (MOTS), high technology readiness level (TRL) solution that emulates the characteristics of modern digital broadcast transmitters and provides configurable transmission parameters suitable for passive radar exploitation. The DES will be delivered as a Field Demonstrator to support capability assessment, operational experimentation, and risk reduction activities. Outcomes from this activity will inform future Army capability decisions regarding the introduction of passive radar into service.
