Summary and scope
This RFT is seeking a Principals Authorised Person (PAP) to support the National Sculpture Garden project from approximately March 2026 to June 2029 through the tender evaluation, construction, and defects liability phases. The PAP will play a critical role in providing financial and technical advice, and contributing to a robust Value for Money Assessment for ministerial approval. Throughout construction and commissioning, the PAP will act as an impartial representative of the Principal, overseeing contractor performance, monitoring compliance with contractual, WHS, and quality standards, and ensuring transparent documentation and reporting. Key responsibilities include administering payment certifications, assessing variations and extensions of time, maintaining rigorous site records, and advising on contractual notices and risk mitigation. The PAP’s collaboration with the National Gallery and adherence to the established reporting cycle will be essential to ensuring project integrity, accountability, and successful delivery.
