The Department of Climate Change, Energy, the Environment and Water is seeking a qualified supplier to conduct a comprehensive **feasibility study and business case** regarding the potential repatriation of sacred carved trees associated with Collymongle and Collarenebri. This project is critical for Heritage NSW to facilitate informed decision-making in partnership with local Aboriginal communities.
### ๐ฏ Scope of Work
The successful bidder will be responsible for:
* **Culturally Safe Consultation:** Engaging with the Collarenebri Aboriginal community on Country, ensuring adherence to cultural protocols and Indigenous Cultural and Intellectual Property (ICIP) requirements.
* **Feasibility Analysis:** Developing and testing at least four options for repatriation and the establishment of a 'Keeping Place,' including logistics, conservation, facility requirements, and operational models.
* **Financial Planning:** Providing detailed costings, including whole-of-life costs and sensitivity analysis.
* **Business Case Development:** Producing an investment-ready, plain English business case suitable for future budget bids.
