Summary and scope
The Former Springvalley Landfill (the site) was operated by the South Eastern Regional Waste Management Group (SERWMG) and received putrescible and non-putrescible waste between 1993 and 1998. City of Greater Dandenong (CGD) intends to rehabilitate the existing landfill cap at the site in accordance with the Environment Protection Authority, Victoria (EPA) Pollution Abatement Notice (PAN) ID 90008992 and the site Aftercare Management Plan (Golder Associates, 2014). This site was previously capped during its operation however, the cap construction does not meet the requirements of the EPA approved Environmental Management Plan (EMP) prepared by SERWMG (SERWMG, 1999) and additional rehabilitation works (the Works) are now required. Golder Associates Pty Ltd (Golder) has been engaged to prepare a design for the Works in accordance with the Aftercare Management Plan recommendations. The Works comprise stripping part of the existing cover soils and construction of additional soil layers overlying the existing cap in order to construct a cap that meets the intent of the EMP. The site is predominantly grassed, with a number of trees across the site and includes a stormwater retention basin intersecting the central part of the site from north to south. The stormwater retention basin manages stormwater from the site and adjacent properties during storm events. This site was previously a sand quarry, with the void later used as a landfill predominantly for municipal and solid inert waste. The site’s current land use is recreational open space (parklands).
