Summary and scope
Ipswich City Council is seeking to establish and implement a Transparency and Integrity Hub, an online data analytics and visualisation platform, to enable the community to understand how their rates, fees and charges are being spent and to benchmark Council’s performance over time. This tender seeks to procure a suitable off the shelf platform to enable the delivery of the Transparency and Integrity Hub, ensuring that the platform: is intuitive and user friendly, easy to maintain, auditable and secure; enables access to open data that is intuitive, interactive, auditable and downloadable: free wherever possible; published using agreed open standards; machine readable; and openly licensed for commercial and other re-use; is best of breed software for the task of public sector transparency; enables visualisations and context suitable for public consumption; allows data to be downloaded as CKAN OpenData produces data in machine readable format; directly integrates with council systems and is automatically updated as per an agreed schedule; and creates efficiencies in financial data reporting.
