Summary and scope

Noosa Council is committed to ensuring our natural environment is valued, conserved and enhanced. Community land is a precious part of Noosa’s environmental assets and is highly sought after for commercial use. This demand needs to be carefully managed to ensure the community’s access and use of natural areas are not unduly diminished and to protect Noosa’s natural values. Council invites tenders from suitable commercial operators for a Commercial High Use Permit (‘Permit’), allowing the use of community land for specified commercial purposes in accordance with its adopted Commercial Use of Community Land Policy. Permits will be offered for a period of five (5) years and applicants may apply for any permit from the range of activities; however, successful applicants will only be granted a maximum of two (2) permits from the range available. Annual permit fees payable are set by Council and Respondents are not required to make a proposed financial offer. As such, the tender process is focused on the qualitative aspects of the proposed service provision. Refer attached documents for further information and response documents. Please note - No Canvassing A Respondent must not engage or communicate with Council, its councillors or its employees in connection with the Invitation to Tender, except: a) as contemplated by this Invitation to Tender Process; b) when making a request for information or clarification under clause 3 of the Conditions of Tender; or c) in response to a request by Council under these Conditions of Tender. If a Respondent is found to have breached the Conditions of Tender the Respondent’s Tender may be disqualified from evaluation.
