Summary and scope
LG314/1185/21/050 - Radio Frequency Identification Device (RFID) and other Library Technology Services Please review all attachments. UPDATED 7/12/2021 SUPPLIER BRIEFING HELD ON 1 DECMBER 2021 AT 11AM. (For continuity, we have continued numbering in time progression) Question 9: In regards to the documents provided for this tender, can you please provide some commentary around ‘attachment3-detaileddesigntemplate’ and the purpose of this document. Is this document required to be filled in and submitted for this tender? I have noticed some of the sections of this document have ‘mandatory’ notes to be filled in. Answer 9: The Detailed Design Template is as an example only. There is no requirement to review the linked documents within the example template. Successful vendors will be requested to provide a Detailed Design document during the Planning stage. Any design document should cover the categories shown in the example document. Question 10: In regards to Mobile Public Computer Access in section D, can you provide some feedback on this solution requirement and what the library are looking for? Answer 10: Council is open to innovative RFID associated equipment that Tenderer may be able to provide. Flexible innovative options. Opportunity to loan pc or tablet within library itself. Question 11: In regards to the Optional Managed Services (3.6) of requirements document - and the two diagrams 'Option 1' and 'Option 2' - can CoGC please give a clarification of the expectation of the services in relation to the two options and the differences between the two options ? Answer 11: Under the Option 1 diagram (Managed Services) support model the Supplier is accountable for end-to-end, proactive service delivery and Orchestration with other MSPs and Suppliers, following the Customers agreed processes. This Managed Services model requires no direction from the Customer's support organisation (CoGC -Library IT Services) for operational service delivery unless SLAs are to be breached, or a disagreement occurs with another MSPs and/or Supplier in the delivery of end to end services. Under the Option 2 diagram (Support and Maintenance) the Supplier is taking direction from the Customers Managed Services / Support organisation (CoGC Managed Services Provider / Library Support). The Customers Managed Services / Support organisation will be accountable for end to end delivery, Service Orchestration / Service Integration, etc. A more detailed explanation is provided below: As per Section 3.6 Managed Services (Optional), if a Supplier is awarded the majority of the scope of RFID product and service arrangements, the Customer will consider the Supplier’s Managed Services offering: • Service Management (e.g. Service Requests, Incident, Problem, Change & Release mgmt. asset & configuration mgmt. etc) • Governance (e.g. Regular performance meeting with the Customer, Escalation management etc) • Reporting Services (e.g. SLA reports, Operational reports and other ad-hoc reports) • Release Planning and Management (e.g. Software releases for enhancements and bug fixes, security patching & upgrades, configuration etc) • Preventative Maintenance (routine planned tasks to prevent outages) • Other technical support across the Customer end to end RFID landscape (e.g. remote support / onsite support) There are TWO support model options recommended in Section 4.2.1 Supportability Requirements, and the difference between the TWO support model options are explained below: Option 1: In this option, the awarded Supplier (referred to as "New Vendors" in the Orange box on Page 19) acts as the primary Service Provider and is responsible for delivering end-to-end Managed Services for the RFID landscape. The Supplier requires limited direction to delivery operational services and orchestrate the delivery of services with other Suppliers and Managed Service Providers as required. The awarded Supplier act as the 2nd level support and will escalate to the Customer's Libraries IT team (CoGC -Library IT Services) if SLAs are to be breached, or a disagreement occurs with another Managed Service Provider and/or Supplier in the delivery of services. Support Levels in this option include: Level 1 Support – Customer's Service Desk Level 2 & 3 Support – awarded Supplier Option 2: Option 2 is when the awarded Supplier can't provide an end to end Managed Services. In this option, the Customer's existing Customers Managed Services / Support organisation (CoGC Managed Services Provider / Library Support) in the Red box on Page 20 acts as the primary service provider and is responsible for delivering end-to-end Managed Services for the RFID landscape. The awarded Supplier in this support model option act as the 3rd level support. The Supplier must work closely with the Customer's existing Managed Services Provider and Libraries IT team for all matters related to the RFID landscape. Support Levels in this option include: Level 1 Support – Customer's Service Desk Level 2 Support – Customer’s Managed Services / Support organisation Level 3 Support – awarded Supplier Question 12: Can you please provide more information on the type of gates you currently have. The specs and photographs doc does not provide information such as number of columns, measurements and how they are currently installed? Answer 12: The gates are branded 3M. There are 2 sizes: Standard and Wide. The gates to be replaced are Standard dual opening, with 3 columns. The gates are installed as a stand alone unit with power and data cables attached.
