2021-007 Closed Landfill - Environmental Monitoring and Maintenance; and Environmental Auditor

Summary and scope

The Council is seeking responses to this Request for Tender (RFT) 2021-7 for the Provision of Landfill Environmental Monitoring and Maintenance; and Environmental Auditor for Closed Landfill. There are two separate service contracts as part of this tender process. Service 1 - Landfill Environmental Monitoring and Maintenance Council is seeking to appoint a single provider to deliver the services and works for the environmental monitoring and maintenance of two (2) landfills. This includes • Environmental monitoring and annual reporting for Plenty and Kangaroo Ground landfills in accordance with Environment Protection Authority (EPA) approved After Care Management (ACM) Plans • Maintenance activities including installation and repair of monitoring bores as required, vegetation maintenance and maintenance of leachate pond levels. Service 2 - Environmental Auditor Council is seeking to appoint a single environmental auditor for the auditing of the landfills under of 53V audit of Environment Protection Act 1970. The environment audit for the Plenty and Kangaroo Ground landfills are carried out every 2-3-years or as required by the EPA. Interested tenderers are encouraged to submit tenders for both services, Service 1 and Service 2. However, successful tenderers will only be awarded either one of the services, i.e. Service 1 or Service 2. This requirement is to ensure that the process of environmental monitoring program and environmental auditing is independent and not compromised.
