Summary and scope
Torres Strait Island Regional Council (TSIRC) require all available waste and biosecurity related information to be assessed and amalgamated into an easy-to-read Waste and Material Biosecurity Management Plan (WMBMP). The intention of the WMBMP is to provide guidance to internal and external stakeholders on the movement of waste and materials within the Torres Strait region. It is intended to protect biosecurity and mitigate risk of pests and disease being spread, while ensuring waste can be adequately managed throughout the region and mainland Australia. The plan must contain reasonable processes and measures that prevent, eliminate, or minimize the risk of biosecurity impacts from waste/materials entering at or from the Torres Strait region. The plan must be guided and pursuant with biosecurity requirements set out by the Australian Department of Agriculture Water and Environment and Queensland Department of Agriculture and Fisheries. To assist in the development of the of the WMBMP, it is important to undertake a literature review of documents that exists currently, and explore any gaps and discrepancies in the literature. To adopt and implement the WMBMP, a communication strategy should be developed. The communication plan will aid TSIRC staff in distributing the information to all relevant stakeholders moving materials and waste within the region. It is important that relevant stakeholders are following the requirements outlined in the plan. All relevant stakeholders should be informed of the plan, its contents and where the plan applies.
