Summary and scope

Bounded by the Great Barrier Reef to the east, Livingstone Shire is located within the Fitzroy Region of Central Queensland and covers 11,800 square kilometres on the Capricorn Coast. The major urban townships of Yeppoon and Emu Park are where the majority of the population reside, our beautiful rural areas include Byfield, Cawarral, The Caves, Stanage, Marlborough, Glenlee and Glendale. Council Services a population of 36,000. Our major industries include retail, tourism, education and training, health care and social assistance, construction and agriculture. Livingstone Shire Council is seeking Expressions of Interest from suitably qualified contractors for Biosolids Management. The purpose of the Expression of Interest (EOI) process is to assess the market interest and capability of managing the collection, transport and reuse of biosolids from Council’s Yeppoon Sewage Treatment Plant, Emu Park Sewage Treatment Plant and Woodbury Water Treatment Plant as per the Draft Supply of Services - Technical Specification. The aim of the EOI is to allow Council to identify the current market readiness and capability to respond to a Selective Tender for management of Council’s sewage treatment biosolids and water treatment plant filter cake in accordance with all relevant Australian and Queensland standards and legislation. It is Council’s intention to shortlist suppliers based on their capability to meet Council’s criteria to respond to a Select Tender. Council reserves the right to modify the Draft Technical Specification based on EOI submissions received prior to issuing the Select Tender. Council is NOT seeking offers limited to transport only of biosolids but a holistic solution towards beneficial reuse and avoidance of landfill.
