Summary and scope

Council has determined to pursue the construction of a recreational, tourism, sport and entertainment hub on Council owned or controlled land bordered by Bald Hills Rd and Springs Rd at Mount Barker referenced as the “Summit Precinct”. The “Summit Precinct” comprises two (2) distinct zones, namely the Tourism and Leisure Precinct and the Summit Sport and Recreation Park. In 2014, Council’s Open Space, Recreation and Public Realm Strategic Paper was endorsed, identifying a current and predicted demand for sporting facility needs. This extended in 2016 to scoping for the regional Aquatic and Leisure Centre (ALC), aimed at underpinning the broader leisure, tourism, and entertainment hub. Initial concept designs for the ALC were completed in 2019 and received widespread community support. Council have advocated strongly for the need for this facility, and have received support from both State and Federal Governments, which has resulted in securing funding for the project to now proceed. This Request for Tender (RFT) relates to the procurement of Quantity Surveyor services to support Council (the Principal) in the delivery of the ALC being the first of approximately 15 elements within the Tourism and Leisure Precinct.
