Summary and scope

In December 2019 Toowoomba Regional Council completed a major review of the Toowoomba Regional Planning Scheme under section 25 of the Planning Act 2016. The outcome of the review was a decision to prepare a new planning scheme. Section 112 of the Heritage Act 1992 requires that a local government identify places that are of cultural heritage significance for its local government area, either in its planning scheme or in a register. Section 114 of the Act requires that for each place entered in the register, the register must include enough information to identify the location and boundaries of the place and a statement about the cultural heritage significance of the place. The current Toowoomba Region Planning Scheme identifies 390 heritage places, 82 of which are listed on the Queensland Heritage Register. It is proposed that these are all listed as heritage places within the new Toowoomba Region Planning Scheme. The purpose of this consultancy is to prepare the information required to fulfil section 114 of the Heritage Act 1992 for the 308 local heritage places proposed to be listed in the new Toowoomba Region Planning Scheme.
