Summary and scope

Central Highlands Regional Council (CHRC) is seeking to engage an appropriately experienced Contractor (incorporating a team of all necessary sub-contractors) for provision of the full range of construction and landscaping services required for the Springsure Street Beautification program. The proposed beautification works for Eclipse Street is a program of essential infrastructure improvements and a significant renovation of the street’s gardens and landscape spaces. The street beautification works will also realise the installation of a series of consistent Council wide landscape elements such as seating, raised garden walling, edging, decorative pavement-coloured bandings, and locally more appropriate planting techniques and species. Construction phase is to be completed over two (2) financial years, with the second year subject to funding, and to be delivered in separable portions: • Stage One (Separable Portion 1): Civil Works in Eclipse Street from Leichhardt Street, through to the Dawson Highway. This stage will also include landscaping between Charles Street and the Dawson Highway. • Stage Two (Provisional Item Separable Portion 2 – if ordered): Remainder of landscaping work to Eclipse Street. Stage One will compose of the civil works and landscaping to the first section of Eclipse Street between Charles Street and the Dawson Highway will be delivered concurrently with the civil works. The first stage of the project is to complete all civil works on Eclipse Street from Leichhardt Street through to the Dawson Highway. Damaged and old sections of footpath and kerbing have been identified to be replaced. Kerb ramps are to be made compliant. Repairs are to drainage infrastructure to include new grates and surrounds. Stage One will also include the first section of landscaping between Charles Street and the Dawson Highway to be completed. Landscaping will consist of new sandstone garden beds, extension to existing garden beds and new triangular garden beds to be installed with flush edging to be installed. Ocher banding will be applied to identified sections of footpath. A plant and tree list is provided with specifications for suitable soil, mulch, irrigation, and furniture pieces. Wheel stops will be installed in all parking bays. Stage 2 is subject to provision of additional project funding in Council’s Budget and will be included within project scope delivering Stage 2 works if ordered. Stage Two would consist of the completion of landscaping works to the remaining two (2) sections of Eclipse Street, Porphyry Street to Charles Street section and Leichhardt Street to Porphyry Street section. If ordered, Stage 2 works will commence immediately following completion of Stage 1 works.
