Swan Hill Rural City Council invites quotations for from suitably qualified consultants for the preparation of the Swan Hill Rail Precinct Overpass Concept Designs. These designs and report will guide Council to: • Improve pedestrian accessibility between the Swan Hill CBD and the Swan Hill Riverfront Precinct (across Department of Transport assets) • Support activating public space and create commercial opportunities within the Swan Hill Riverfront Precinct The key outcome from this study is to provide Council with an agreed pedestrian overpass alignment, design features and required consent conditions that will enable the project to proceed to the detailed design phase. Respondents should ensure that quotation responses clearly address the following selection criteria: Price The quotation will be evaluated based on best value. Best value is determined by the overall score received from the evaluation criteria below in comparison to the price. Compliance with Specifications (40%) Respond and address all, part or some of the requirements outlined in the specification document Track Record (20%) Demonstrate previous or current work completed for Council. Advise the number of the same or similar projects completed previously. Provide the details of the references from the previous projects. Availability of Skills/Resources (20%) Provide satisfactory evidences to prove you have appropriate skills and resources to accomplish the project satisfactorily. Social Economic Benefit (10%) Demonstrate the social and economic benefit to Swan Hill Municipality provide supporting documentation of contributions made to the community in the form of donation or free services etc. Environmental Benefit (10%) Demonstrate commitment to environmental sustainability.
