Summary and scope

Spanning a geographical footprint of 12,973 square kilometres, the Toowoomba Regional Council (Council) area is an inclusive and environmentally rich one that embraces the future while respecting the past. As part of Council’s Waste Management Strategy (2020), focus is being placed on new resource recovery techniques that enable service optimisation, increased diversion, and balancing of costs. Part of the strategy requires rationalising and securing long-term landfill capacity, while utilising best practice build methodologies. The strategy has seen Council select several Landfills that will need to operate for the foreseeable future while transfer stations are constructed to ensure that 98% of residents will be within 20 minutes of a WMF. The purpose of the project is to ensure compliance with the Waste Reduction and Recycling (Waste Levy) Amendment Act 2019 that requires the landfills in question to have a weighbridge installed and operational by 1 July 2024.
