Summary and scope

The Shire of Broome is seeking a suitably competent Contractor to provide mulching services for green waste and pallets accepted at the Buckley's Road Waste Management Facility. The Buckley's Road Waste Management Facility is a category 64 Class II Putrescible Landfill site. The facility is open to commercial and domestic facility users. Facility users bring their sorted green waste in for disposal where it is collected and placed into windrows ready for mulching. The mulch is then stored to be used within the facility or within the Shire of Broome. The outcome being that the green waste has been diverted from landfill by being reused as mulched green waste The Principal estimates that approximately (twenty thousand) 20,000 cubic meters of raw unprocessed green waste is required to be mulched per annum, the majority being received from the domestic waste stream. This quantity is taken with care and is variable by nature, the current ‘best estimate’ based on quantities of combined domestic and commercial green waste received during the last 3 financial years. No extra allowance will be made if the total quantity is less or more than estimated. With regards the mulching of pallets, this could be approx. 140 tonnes per annum, these amounts are also provided as a guide only and no quantities are guaranteed. Due to the approved volume of green waste storage requirements as per the Waste Facility License, the mulching operations need to be undertaken: • at a minimum of every 6 months or twice per annum unless agreed otherwise by all parties. Each individual piece of mulch shall be no greater than 125mm in size when measured in any direction. In accordance with this specification, any sample which, in the opinion of the Principal or its authorised representative does not meet the requirements will need to be re-processed to satisfy the specification at the Contractors expense. The Shire of Broome shall accept no liability for payment in any manner whatsoever for such rejected mulched green waste.
