Summary and scope
The City of Greater Dandenong ("Council") is seeking a suitably qualified and experienced primary consultant to co-design the redevelopment of the former Precinct Energy Plant (PEP) building in Dandenong into a Creative Industry Space. The Creative Industry Space aims to be a generator of new creative arts practice and making, a generator of new ideas and change, and a space that enables and facilitates cultural, creative and economic activity for our diverse communities that is inclusive, accessible and inspiring. It is a space that is bold, differentiated, uniquely local and precinct defining: expanding the City of Greater Dandenong’s cultural hub and empowering cultural practice and making that supports our vibrant arts and cultural ecology. It builds on our city’s reputation as a desirable place to live, work and create. It will be flexible and fit for the purpose of providing spaces and amenities for use and activation by artists, makers, performers and other creatives. It will provide opportunities for the community and visitors to share in creative processes, attend events and be involved in the creative sector. The engaged Architect will be responsible for coordinating and supervising all design activities and documentation. As a primary consultant, the architect will be responsible for the selection of sub-consultants that are apt to their corresponding project discipline. For the purposes of the Creative Industry Space Design project, Council will directly engage specialised third-party facilitators to lead the process, to ensure that Architects, end users, Council representatives and creative industry professionals are equal participants and to reduce any real or perceived imbalance of power. This will be budgeted separately and outside the scope of this brief however it is expected that the architectural team engaged in this project will actively participate in all stages of the co-design process – including an openness and truly collaborative design approach. The architect will be required to liaise with all relevant authorities and to resolve design and documentation details for any building and services issues affecting the proposed redevelopment of the PEP and its operational purpose, including surrounding structures and areas. The architect will be required to ensure the building complies with DDA accessibility requirements, the Australia Building Codes Board (NCC), Australian Standards (AS) and local government and statutory body requirements.
