Summary and scope
Central Highlands Regional Council (CHRC) supplies water to approx. 12 500 customers throughout our region. Twice a year (May and November), meters need to be read as part of our obligations. Customers are generally within the towns of Emerald, Springsure, Rolleston, Anakie, Rubyvale, Sapphire, Capella, Tieri, Comet, Blackwater, Bluff, Dingo and Duaringa. There is a legislative requirement that all meters be read within a four-week period, two weeks plus and minus of the read date of 30 November. CHRC is requiring all reads to occur in the first 3 weeks giving a one-week allowance for re-reads and/or confirmations of reads. CHRC requires external assistance to work with our internal team to ensure the meters are read accurately and within the required timeframe. Generally, CHRC staff will undertake reading in Blackwater, Bluff, Dingo, Duaringa, Anakie, Rubyvale and Sapphire. The external meter meters will work with our team to cover the towns of Tieri, Capella, Emerald. There may be an opportunity for the external contractor to also assist with the Springsure, Rolleston and Comet, this would be based on the work overtaken during the first two weeks and included as a provisional item for the read period. Based on previous contracts, Council has made an estimate on the number of external meter readers required. • Emerald – 5873 Meters over 37 routes • Capella – 532 Meters over 7 routes • Tieri – 593 meters over 7 routes • Springsure – 502 meters over 5 routes • Rolleston – 93 meters over 1 route • Comet – 46 meters over 1 route There is also a provisional request for a Data Entry officer, who will work with our rates department to convert the manual read to electronic entries into the CHRC system. This RFQ is for the November 2023 reading period, which runs from 16 November 2023 to 14 December 2023.
