Summary and scope
Cassowary Coast Regional Council invites tenders from suitably qualified tenderers for Restoration of Essential Public Assets (REPA) Reconstruction Works required due to the impacts of Tropical Cyclone Jasper which crossed the Queensland coast as a category 2 system on 13 December 2023 as described in more detail in Part 5 – Scope. Tenderers are advised that: • Council’s objective is to return the assets to pre-disaster condition as quickly as possible. Council is targeting the completion and funding acquittal of as many packages of work as possible within the current financial year. • For this reason, this procurement process is occurring in parallel with Queensland Reconstruction Authority (QRA) approvals of the submissions to expedite delivery of the restoration activities. As a consequence of this, there are likely to be changes to the scope outlined in Part 5 – Scope, to align with the final approvals obtained from QRA but Council expects that 80-90% of the scope identified for each package will be approved. • The scope of work includes multiple packages of work. Council may award different packages to different Tenderers and may award more than one package of work to a particular Tenderer. If a Tenderer is successful for more than one package of work, then Council intends that those separate packages will be delivered as separable portions under one contract with that Tenderer. • Pricing of any number of packages is acceptable. • Without limiting Council’s rights, Council intends to negotiate with Council’s preferred Tenderer(s) in respect of any post-tender amendments to the scope as a consequence of QRA approvals and the potential impact of multiple packages being awarded to a single Tenderer.
