Summary and scope
The landside operations and maintenance of the Spoilbank Marina will be managed by the Town of Port Hedland supported by service providers appointed under the terms of this Request for Tender. This follows the early hand over of the marina landside maintenance and operations from the Department of Transport, which is scheduled for late September, early October 2024. The initial period of performance will be funded by the Department of Transport via the Town of Port Hedland for a period of five (5) years. Accordingly, a comprehensive operational and commercial proposal will be required for the initial period of service. It is important for respondents to understand and acknowledge that the marina landside site is not yet commissioned and nor under the care and control of the Town of Port Hedland. While every reasonable effort to provide exacting information, plans and timeframes has been taken; some changes may unavoidably occur. Accordingly, this specification has been developed to meet fixed and ad hoc service requirements. This requirement consists of services that are considered as being planned (e.g., Waste, cleaning and inspections) and those that are ad hoc and based on a reactionary service (e.g., Electrical faults, lighting replacement and plumbing). It can be expected that when the site is open to the public, service interventions will follow in peak and trough patterns based on seasonality of use, events hosted at the site and during unforeseen events. Accordingly, commercial proposals will include both fixed and variable costs as applicable that are based on the service type. It can also be expected that the initial year of service will include a defect liability period being applied to contractors undertaking the marina development works. Suitable arrangements to manage the defect liability period will be negotiated with successful respondent/s; however, this period must be considered in proposal submissions. The estimated commencement date is 1 October 2024. The Town recognizes that a holistic, whole of requirement management model may not be practicable in this instance and the following services are available for response based on separable portions. Notwithstanding, a whole of requirement management model will be accepted, however, will require a significantly heightened operational and commercial proposal that includes instruments of agreement between providers engaged to undertake the services, a comprehensive risk assessment and mitigation plan, clearly defined roles and responsibilities and a comprehensive business continuity plan. This requirement includes: • Part Offer A – Cleaning and Sanitation Services and Waste Management Full cleaning and sanitisation services across the landside areas of the Spoilbank Marina. • Part Offer B – Litter Picking and Waste Management The supply and management of commercial skip bins; and the collection, control and disposal of waste materials gathered from the site during daily cleaning activities. • Part Offer C – Security Site patrols, building integrity inspections and reactive support requirements. • Part Offer D – Irrigation and Landscape and Tree Management Irrigation system network management, garden and lawn care, fertilising, tree management, weeding and associated activities. • Part Offer E – Compliance Playground, fire, electrical, plumbing, CCTV and associated inspections and reporting. • Part Offer F – Trade Services / General Maintenance General maintenance services, road and carpark surface management, footpaths, verges, playground, seating and all site-based fixtures, including Electrical, plumbing, CCTV and fire systems. • Part Offer G – Fire Services Inspections – visual, testing and monitoring of fire systems.
