Summary and scope

Sunwater is releasing an open market Request For Offer (RFO) to identify suitably capable, qualified local, national and international businesses who have the ability to provide Construction Assurer services to Sunwater. The Construction Assurer shall be engaged by Sunwater to provide technical inspections, risk-based monitoring and assurance of construction delivery across the Paradise Dam Improvement Project (PDIP). Focus is being applied to ensuring that the Construction Assurer will have proven past experience in the last 10 years in: • bulk water infrastructure • dam construction with particular reference to Roller Compacted Concrete (RCC) and Conventionally Vibrated Concrete (CVC) construction, and • similar size and scale construction assurance, independent verification or independent certification roles. This RFO is for all suppliers who are suitably capable for the following items (below): 1. Construction Assurer – Core Services • review and comment on Paradise Alliance documentation associated with quality and construction methodology • monitor and report on quarry material production, testing, delivery and stockpiling • monitor and report on other concrete raw materials delivery, storage and testing including cement, fly ash, chemical admixtures, and • monitor and report on RCC and CVC production, testing and delivery. 2. Construction Assurer – Non-Core Services • monitor and report on other civil and building works required for construction of the new dam (including temporary works), and • monitor and report on mechanical, electrical, instrumentation and control system installation (including commissioning). 3. Construction Management (optional only) • optional scope may be provided by the market as a value-add service offering, however, is not the primary focus of this procurement activity • provide construction management services to supplement site based Sunwater Owner’s resources, and • monitor, report and co-ordinate construction activities (including HSE, quality and performance). • will be separate to the Construction Assurer team and will not be supervising Construction Assurer activities to avoid conflicts.
