Summary and scope
TMR have a requirement to go to market for a system to record breaches of public transport legislation, by commuters using the public transport system. These are commuters who transgress and evade fare payment or commit other offences. TMR has a requirement for a solution, ideally in the form of software as a service or supplier hosted solution, which can be adapted, without significant modification or development, to suit the TransLink’s business requirements. The solution should be able to:• record and store sensitive data relating to offences and offender details; • support the issuance of penalty and warning notices• support the management of offender records, notices and users; • be user friendly, reliable and efficient for Authorised Persons to use while deployed on the public transport system; and,• provide the ability to record and report on deployment activities.The implementation of the new solution/system or software as a service will enable the revenue protection unit to support TransLink’s strategic priority of providing value for money through its efficient enforcement of the TSSS strategy and the Offence Management Policy.The solution is a critical component for meeting TMRs objectives. The Network Services and Operations require:• a fully operational and supported transport offence management system;• continuation of services available to users;• a value for money outcome that will provide a fit for purpose solution;• a fully supported solution/system or software, maintained under a QITC Contract.
