1.2 North Burnett Regional Council The North Burnett Regional Council (Council) governs an area of approximately 19,710 square kilometres in Queensland’s Wide Bay Burnett Region, encompassing the rural townships of Biggenden, Eidsvold, Gayndah, Monto, Mount Perry, and Mundubbera. With a combined population of approximately 10,700 residents, the region is defined by its agricultural productivity, strong community identity and reliance on resilient, accessible transport infrastructure. Bounded by Gladstone Regional Council to the north, Bundaberg and Fraser Coast to the east, Gympie, South Burnett and Western Downs to the south, and Banana Shire to the west, Council’s core focus is to deliver safe and reliable infrastructure, ensure environmental compliance, and support sustained regional growth. 1.3 Purpose The Invitation to Offer (ITO) seeks submissions for suitably qualified and experienced Contractors for the delivery of Disaster Recovery Funding Arrangements (DRFA) Reconstruction Works January 2024 Event, across multiple road and drainage assets throughout the North Burnett Region. Offers are invited for the provision of construction services, traffic management, material handling, restoration, and compliance activities in accordance with: • The Construction Specification – NBRC DRFA Road Works (January 2025 Event) (Rev B 25/11/2025. • Queensland Disaster Recovery Funding Arrangements (DRFA) requirements. • Relevant Australian Standards and guidelines. • AS 4000-2025 Conditions of Contract. • All response and evidence requirements necessary to maintain funding eligibility and audit compliance. Tenderers must demonstrate capability, capacity, and proven methodology to safely and efficiently deliver the works to specification and within the required delivery timeframe.
