This project aims to establish a strategic framework for the future operation, governance, and financial sustainability of these key community assets. 📋 Key Requirements & Scope Integrated Strategy: Develop a single, integrated operating model that addresses both venues while acknowledging their unique roles and operational requirements. Business Case: Create a combined business case suitable for internal decision-making and potential external review (e.g., Office of Sport), including socio-economic assessments and financial modeling. Operational Planning: Deliver a combined operational plan providing strategic direction, governance clarity, and implementation guidance. Financial & Asset Modeling: Conduct strategic and high-level operational forecasting, including capex lifecycle modeling for asset stewardship. Benchmarking: Provide comparable venue analysis (interstate/international) covering governance, event programming, and commercial models. 💡 Important Information for Bidders Stakeholder Engagement: Proponents should anticipate consultation with approximately 12–15 key stakeholders, including internal officers, user groups, and peak sporting bodies.
