Summary and scope
The purpose of this procurement is to maintain and enhance the Toy Library collections to ensure they continue to meet the developmental, social, and inclusion needs of children in the Penrith community. The Outreach Toy Library provides specialised resources that support children with disabilities and/or ongoing support needs. These toys promote social inclusion by enabling children to participate in inclusive play opportunities and develop independent play skills. They also assist with motor and cognitive development, language acquisition, and social interaction.Through the childcare outreach service, these resources are also made available to early childhood centres within the local government area that have enrolled children with disabilities and/or ongoing support needs, ensuring equitable access to appropriate developmental tools.The General Toy Library is available to all Penrith City Library Service members and forms part of standard borrowing entitlements. This collection is organised into a range of categories—including social and sensory, coordination, games and puzzles, baby play (0–2 years), imaginary play, animals and STEAM to provide engaging and developmentally suitable toys for all children.
