The successful bidder will evaluate the implementation and effectiveness of the AOD Initiative, which supports regionally tailored activities under *Achieving balance: The Queensland Alcohol and Other Drugs Plan 2022β2027*. Key deliverables include:
* **Governance Assessment:** Evaluating the effectiveness of the collaborative model between the Commission, the Lead PHN, and participating PHNs.
* **Outcome Analysis:** Assessing impacts on workforce capability, system integration, and early identification of AOD-related harms.
* **Strategic Recommendations:** Providing evidence-informed insights to guide future commissioning, policy development, and potential scaling of successful models.
