Summary and scope
This Forward Procurement Notice is to advise that the Public Sector Commission (PSC) – Queensland Government will be issuing an Invitation to Offer (ITO) in the third quarter of 2026 calendar year, seeking offers for the establishment of a whole of government Executive Recruitment Common Use Supply Arrangement (CUSA).The ITO will be released via a separate notice on the Queensland Procurement Solution in the third quarter of 2026 calendar year. No further information regarding this opportunity, other than this notice, will be provided until the release of the ITO. Any questions submitted through VendorPanel in relation to this notice will not be answered. Suppliers will be able to submit questions when the ITO is released.The CUSA will have multiple suppliers, and each supplier will enter into an agreement with the PSC to provide the services. The CUSA will commence in late 2026 for a four (4) year term. Suppliers should note that this term includes scheduled supplier reviews including onboarding and offboarding opportunities and a regular pricing review mechanism.The ITO will be conducted in accordance with the Queensland Procurement Policy 2026 and the five pillars of public procurement.PSC will be issuing the ITO with the objectives of: • Establishing a whole of Government CUSA for Eligible Buyers to engage Suppliers to provide executive recruitment services. • Enabling Eligible Buyers to procure executive recruitment services in an efficient and effective manner. • Ensuring Eligible Buyers have access to qualified Suppliers and the full suite of executive recruitment services. • Achieving value for money. • Managing Supplier performance and expenditure more effectively.
