Summary and scope

The Queensland Energy Roadmap announced in October 2025 committed to the establishment of a new Queensland Transmission Network Service Provider (TNSP) to deliver the Eastern Link of the CopperString by 2032. The intending TNSP invites potential prime contractor, network generators and network operator participants to register in the Delivery Market Sounding Process (DMSP) for the CopperString East Project (Eastern Link). At this stage, engagement is limited to prime contractors as outlined above; Tier 3 SMEs and suppliers are not within scope for this phase of market sounding. QIC acknowledges the extensive market engagement undertaken on CopperString since 2023 and will take this feedback into account as part of its review.This DMSP is a pre-procurement activity that will allow the intending TNSP to engage with potential suppliers and contractors to understand current market capacity and capability and listen to innovative ideas. Information obtained through this DMSP will inform the overall delivery strategy and help to refine the procurement strategy for the design and construction of the Eastern Link. In relation to the Project, the intending TNSP is particularly interested in hearing your views and opinions on:- market interest and participation;- delivery strategy and procurement;- technical and delivery risks;- resourcing and local capability uplift; and - key commercial risks.By participating in the DMSP, you will be provided with the opportunity to:- review the DMSP Briefing Paper and associated Project information (subject to satisfactorily completing, executing and returning a Non-Disclosure Agreement (NDA));- attend an Industry Briefing about the Project and proposed delivery strategy; - provide written feedback in the form of a completed questionnaire; and- by invitation, attend a 1 hr 1:1 discussion to provide feedback on Teams.If you wish to participate in the DMSP, we request that you:- complete and execute the NDA contained in Attachment A; and - complete and return the Registration Details form contained in Attachment B.
