Summary and scope
Toowoomba Regional Council (Council) is one of Queensland’s largest regional Councils, serving approximately 184,000 people across a geographical area of 12,973 square kilometres. Located in South East Queensland, approximately 125 kilometres west of Brisbane, the Region encompasses the city of Toowoomba, the regional centres of Oakey, Pittsworth, Millmerran, Highfields, Crows Nest, Clifton, Greenmount and Yarraman, and numerous smaller townships.Council is responsible for delivering and maintaining essential community infrastructure and services, including water, wastewater, waste, drainage, roads, bridges, footpaths, utilities and recreational facilities. Through its Water and Waste Services Group, Council manages the Region’s water treatment, storage and distribution assets, including the existing Mount Kynoch Water Treatment Plant (WTP).Water security is fundamental to supporting the continued growth and prosperity of the Toowoomba Region. The construction of the Queensland Government’s Toowoombato Warwick Pipeline (T2WP) has created an opportunity for the Toowoomba region to benefit in exchange for the use of Council’s raw water infrastructure. Studies on the impact of the T2WP have identified an opportunity to construct a new Southern Water Treatment Plant (SWTP), now an initiative within the Toowoomba Regional Council Water Vision 2021–2071.
