Yass Valley Culvert Upgrades YVC-IA-05-2026 Request for Expressions of Interest - Yass Water Treatment Plant Upgrade

Summary and scope

15/4/2026 3:00 PM AET Yass Valley Council (YVC) is planning to undertake an upgrade of the Yass Water Treatment Plant (WTP) which provides treated water to Yass, Bowning, Binalong and Murrumbateman. The upgrade will be constructed at existing WTP site, located on Cooks Hill Road in Yass, NSW, with expansion into the adjacent lot. YVC intend to issue a Request for Tender to design and construct (D&C) the upgrade to the WTP facility including, but not limited to: New facilities for pre-treatment (including a dedicated contact tank and incline plate settling system), chemical dosing including disinfection, additional interstage storage and pumping, UV disinfection, electrical and control systems, operational amenities building and workshop and site access improvements Refurbishment of existing treatment infrastructure including filtration, flocculation and dissolved air flotation systems Implementation of an improved residuals management system, including backwash recovery and supernatant recycling, and new compressed air, service water and potable water systems to service the new and retained WTP processes Augmentation of site power supply, including installation of a new transformer and backup generator, and allowance for future solar PV integration Landscaping works along Cooks Hill Rd to improve site amenity and visual screening. YVC is seeking to implement a consultative approach to procurement using an Early Tenderer Involvement (ETI) process with a selected panel of four parties who are capable of performing the works. YVC may also elect to appoint one reserve. The purpose of this document is to invite Expressions of Interest (EOIs) from suitably experienced contractors or consortiums who wish to participate in the ETI process and then tender for the works
