Summary and scope
The Electricity Authority Te Mana Hiko (Authority) has issued a Request for Proposals (RFP) as part of a competitive, single-stage procurement for five Market Operation Service Provider (MOSP) services, ahead of the upcoming expiry of current contracts on 30 June 2027. The Authority contracts MOSPs to deliver services that help New Zealand’s electricity market operate smoothly. These services are critical for market integrity, settlement accuracy and transparency. These services make up a significant share of the costs recovered through the levy that funds the market system; in 2025/26, the combined cost of the five MOSP services outlined below was about $7 million. The Authority is proposing long-term contracts of up to nine years (an initial three-year term plus two possible three-year extensions).
